Are the puzzles just old puzzles turned around or with the numbers swapped?

No. Every puzzle is made fresh from a new random solution. Many cheap generators take one puzzle and rotate it or swap its numbers, which gives the same solving path again; experienced solvers notice. The studio compares a fingerprint of every puzzle that ignores such changes, so a rotated, mirrored or renumbered copy counts as the same puzzle and is never kept.
