Where did the Author & Publisher section in Settings go?

From version 1.9.6 it lives on the Authors page in the sidebar, as profiles. Your previous values (publisher name, legal notice, logo, photo, bio) were moved into a profile called "Default", which is used for every book unless you pick another profile. Settings only shows a short note pointing to the Authors page.
