What is the "effort" shown in the puzzle list?

The total solving work the solver measured for the puzzle: every step it needed, weighted by how hard the step is. Two Hard puzzles can differ a lot in effort. The studio uses it to print each level from the gentlest puzzle to the toughest, to set target times, and to draw the difficulty curve.
